Romania’s Foreign Policy,

Titulescu’s manuscript on foreign policy had been halted from printing in a rather inelegant manner by the Goga-Cuza government (via an amendment to the criminal Code, which established severe prison sentences for the publication of state secret acts — as it was suspected that Titulescu, in his book, would unveil embarrassing details about King Carol II and his inner circle). Thus, the manuscript remained unknown for half of century before it was made available to the public. The volume represents a real “book of knowledge”, a handbook for foreign policy, a guide for the right course of action, which is useful to both researchers andyoung diplomats alike.
